This introduces the concept that characters 'buying' pre-made Training Packages should receive some kind of cost benefit versus buying the skills individually. Below are the Academy Specialized Training Packages that are bought during the character's "Academy Life History." (Each costs 8 development points.)

Editor's Notes
Considering the social changes of the future, the motivation to better one's self and the enhanced propensity for learning I would shorten the length of schooling required. Surely teaching techniques have advanced to such a stage that a Starfleet doctor would not have to go through 10 years of schooling to reach their first posting as a Lt., j.g. (six years formal training, four years in Starfleet Academy).

I would suggest that all Starfleet medical personnel go through six total years of schooling (4 for nurses): 4 years of medical training and 2 years of abbreviated Starfleet "how-to-be-an-officer" training. Tack on one more for a Cadet Cruise. I like the concept but feel that the real root of the problem, the Medical Overlays, is what needs to be tackled.
