Description and Notes
Fleet data: With the heavy loses suffered by Starfleet in repulsing two attacks from the Borg, skirmishing with the Klingons, and full scale war with the Dominion, Starfleet Command considered instituting a New Threat Upgrade (NTU) Program on older starships. As a testbed, the Excelsior-class cruiser U.S.S. Lakota was reassigned from the 20th fleet to the 1st fleet, and given a major refit in an attempt to increase its combat effectiveness. A new warp core and EPS conduits gave it greater power, which was used to power the modern Type X Phaser system, stronger shields, and also provided slightly better warp speed. An additional photon tube was also added.

The Lakota suffered a series of teething problems resulting from compatibility issues with the new equipment, and was undergoing a series of shakedowns under Captain Erika Benteen when the Changeling crisis on Earth provoked a near coup against the Federation government. Ordered to intercept the U.S.S. Defiant, the Lakota fought an intense but ultimately unsuccessful battle to stop Starfleet's premier combat vessel, suffering 24 casualties in the process. When the crisis on Earth was resolved and the battle between the Lakota and Defiant analyzed, it was decided that despite the good account of itself the old ship gave, it would be a more efficient use of resources to concentrate on new construction, and the NTU program was abandoned.

The Lakota has received a number of the new quantum torpedoes for heavy battle situations. These systems severely tax the torpedo power and launching systems of Excelsior-class starships and are accordingly used only in the highest threat environments. Should the Lakota attempt to use her quantum torpedoes, there is a 1 in 6 chance the torpedo will misfire and have to be ejected (1 turn). The quantum torpedoes are fired through the photon tubes, so only quantum or photon torpedoes can be fired in a single turn, not both.
